can a college library put digital editions on their public computers

We have EBL in our library.  The subscription includes the option to download a book and then you have to have Adobe Digital Editions.  The license says it is for individual use only and so IT will not put it on our public computers.  Now we are going to have Dell Venue 8 Pro tablets, which are really small portable pc's (windows based etc.) which students will be able to check out.  While they can access the EBL collection, some students don't have internet at home and might want to download a book for off line reading.  So we would like to put ADE on the tablets.  This seems to be in violation of the license.  If I'm right, is there an educational license or something to solve this issue?
