The blue in the histogram is out of step with the other colors. Why and what to do about it?

I'm working through the Lynda.com series. I've been having good results with color casts. However, on some of my photos the blue portion of the histogram is way out of step with the red, green, yellow portion and nothing I do with the tint sliders or HRD sliders affect the blue in any way. What I'd like to confirm is whether the blue in the histogram represents the blue layer in the photograph? Also, if the blue is out of step how do I know if there is a color cast vs something else?

Here is a screenshot of the histogram of a pigeon against a background of green leaves. It looks fine to my eye. Am I reading the histogram correctly? Is there a blue color cast, or again, is that blue representing something else? Also, it looks like there's a green color cast (based on the histogram). Is that correct (looking at the histogram alone)?
