Yes, it's gone in CC.
The SWF export from After Effects never worked well. It has been removed. It you want to create a SWF that plays a video, then create an H.264 file through Adobe Media Encoder and link or embed that video file in a SWF file using Flash Professional.
If for some reason you need to create a SWF file directly from After Effects, you can save the project as a copy that can be opened in After Effects CC (12.2.1) and then use that version to export the SWF file.
