The blocks is just Fractal Noise in Block interpolation mode and/or a suitable varying source piped through the Mosaic effect, the text is just a bog standard text animator with a dose of random thrown in. Neither of the two would require a tutorial. This is basic AE stuff, so you better start to actually learn the program...
In stead of criticizing me on my expected knowledge of After Effects please answer the question. I asked for a tutorial, I would have rathered you not respond. I am new to it and trying to learn form tutorials and online forums and you are very rude to new comers so please dont treat anyone with disrespect.
This is basic LIFE stuff, so you better start to actually learn the program...

FYI, we do see a lot of requests for recipes for "how do I make this effect?," etc. that can be figured out with a good hunk of AE basics under your belt. This is a bit irritating to die hards here on the forum. Sorry if that was a little off-putting. Getting After Effects basics down something you might try if you have not already. It's very liberating.
