    Fireworks Pop ups

I've done some quick searches on this and have been led to believe it's impossible - but won't give up until I ask the experts here. I have created a simple pop-up menu in Fireworks to use on my frames-based web page. It works great; only problem is I can only see a sliver of it since the rest is hidden behind my other frames located next to the navigation bar frame.

I look at this and think this can't be complicated to fix but all feedback I've received says otherwise. Any thoughts?
