Are you working within a defined local site folder in DW? Without this 1st step, DW can't manage links and assets for you. The paths to your external files could well be pointed at files:/// on your local hard drive instead of your site folder.
What version of IE?
Do you have any IE Conditional Comments in your html that might be hiding your css from your version of IE?
Could you post a link to your problem page on a server you control?
That would do away with the random guessing game.
Yes, local site is defined. Site works as expected with other browsers, but not IE 11.
I'm using IE 11 and there are no conditional comments in the HTML.

now beginning to use DW CC '14.
Run your page through the validator at http://validator.w3.org to see if there are any problems with your html.
IE is one of the worst browsers there is for display problems caused by html errors.
Also verify you DO NOT have Compatibility Mode turned on in IE. It should be a gray little broken page icon in the address bar. If it's blue, click it to turn it off. Also check that IE is running in Standards Mode by hitting F12 and verifying the Browser/Document mode in the tool bar of the panel that opens up. it should show as IE11 Standards .
If none of the above help, we would need to see the page in question to tell you why it's not working. Uploading it, even to a temporary test location on a server you control, will make finding that issue much, much easier. A very, very distant second to that would be to copy and paste all of the html and css here into the forum (don't use email, it won't come through right) so we can try to rebuild the page and duplicate your issue.
That makes me think it's a cache problem in IE.
Force clear the cache in IE and see what happens...
Tools > Delete Browser History > Uncheck everything but "Temporary internet files and website files" > Delete
or if you don't have the menu bar active...
Tools icon > Safety > Delete Browser History > Uncheck everything but "Temporary internet files and website files" > Delete
Then open the local file again in IE and see if anything changes..
Nope. That didn't work either :-(
