Probably because it is not a borderless printer (most printers have a non-imaging margin), and possibly because the settings in Acrobat are set to fit to printable area instead of no scaling.

You can set the scaling to None in Acrobat, but there's nothing you can do about printer hardware limitations except change the hardware. You might want to look into having these printed by one of the online print services or your local print shop.
Bleeds are normally handled by printing on oversized sheets and trimming...
