The second part looks like a real problem: http://community.adobe.com/chcservices/services/redirect?u=http://help.adobe.com&p=Photosh op_15.0&l=en_US&id=AH_HOME is not currently responding.
I have a suspicion that I know the cause: a power outage at Adobe headquarters has many of the internal servers shutdown right now. That link shouldn't depend on internal servers, but it looks like it somehow does.

Trying to access online help (F1) takes me to

This page does not load (error 404).
I was on chat with Adobe support but they did not solve the problem.
I tried to reinstall and also used 3 different browsers (IE - FF - CH).
I have Photoshop installed on 2 different platforms (W7 and W8), same issue.
Were you able to solve your problem?

Pfondaneche, when you press F1, are you just in the main Photoshop window?
When I press F1 I see it go through a quick redirection and within a small fraction of a second it ends up here:

The specific link you posted does not work for me either, so I'm assuming there's an Adobe server problem somewhere, or maybe a problem with that particular link.
I've noticed Adobe has failed to update a number of its pages for the new Photoshop CC 2014.1 release. For example, where is a new page that describes where Photoshop CC 2014.1 keeps its preference files?

Pfondaneche Aug 15, 2014 7:07 AM (in response to Noel Carboni)Yes I press F1 from the main window. It is the same if I select menu items #2 and #3 from the help menu. Curiously item#1 (what's new?) works properly.
From there you can go up one level in the help file and end-up where F1 should take you directly. Which means the content is available, it's just that the url does not work.

A slight variation to the URL you posted where en_US is substituted for fr_FR makes it work (and deliver of course English content).
So my theory that Adobe isn't employing enough web people to keep up with their advertised services must be close to the mark.
You guys at Adobe need someone who can go find all the proper web pages and update them? I'm available.
