Right now Apollo is only a runtime, meaning no interface, though you can use existing tools like Flash and DW to create applications. Does anyone know if Adobe has plans to incorporate it into DW, Flash or any other apps, or come out with an Apollo app with an interface, etc?

It's available on Labs and integrates with Flex 2. There is both the
runtime and the SDK available along with the Apollo extensions for Flex.
