What version of Windows, and is it 32bit or 64bit?
If you are downloading tryout or purchased Premiere Elements 12 installation files from Adobe, start again. But, make sure that you are selecting the files that are specific to 32 bit and not 64 bit. Look at the file names. Are you being offered two files, one with an .exe file extension and one with a .7z file extension?
Make sure you see a 32 and not 64 in the file name.
With antivirus and firewall(s) disabled, work with the .exe first and then the .7z.

I wasn’t interpreting the information correctly. What is trying to download is the 32 bit version. My computer is 64 bit.
I am supposed to download the 64 bit version. But when I download, I don’t see an option to choose one or the other.

Post the download link you are using so someone else may look... and have you cleared your browser cache/cookies and/or tried a different browser?
Do you have a purchased serial number for Premiere Elements 12 at this time?
This is what I am suggesting that you do....go to the following web site and download and install the tryout version of Premiere Elements 12, using the two files specifically named for your computer operating system...64 bit,.exe and .7z file. Make sure the antivirus and firewall(s) are disabled.
The critical factor here is that you read and carry out carefully (to the word) the Note: Very Important Instructions on that web page before you click the installation files links further down on that web page. Otherwise you are going to get an Access Denied message.
With this route, you can
a. use the program as a tryout
b. insert your purchased serial number into it during installation and then have this as your working copy of the program
Where are you currently trying to download and install Premiere Elements 12 from
a. Your Orders at Adobe (purchased already)
b. Adobe as its free 30 day tryout of Premiere Elements 12
Two possibilities....either you select the installation files 32 or 64 bit beforehand OR the download starts after it automatically recognizes your computer operating system and sets you on the course to receive the right files.
Answers to the above should help to resolve the issue.

Ok. Going in for the free trial and putting in the serial number did it.
Did you use the web site that I suggested for the download and install of the free tryout?
Or, did you just do a free tryout download from Adobe Download section instead of from "My Orders" at the Adobe web site?

I used that site at first. But it wasn't working. So went to the adobe downloads.
