I have tried installing this as a trial and as a licensed version, both from a DVD and from the desktop. I get the following crash during startup of the video editor:

at this moment there is an active Chat Panel at the end of the path. If the web page set does not hold, then you will have to navigate to Chat Panel using the above titles as guides. Adobe Chat might offer you the opportunity for remote control of your computer for troubleshooting whereas we cannot at this user to user level. The above does not prohibit you from troubleshooting here as well.

The error profile with dvacore.dll has been frequently seen in these forums for many versions of Premiere Elements.
Fixes have included creating a new User Account with Administrative Privileges and installing and running Premiere Elements in it.
In another instance the problem was reported to be due to share with a file server. And, so on.
Please review the above and then we can decide what next.
