1. Create a file called exmancoreliblog.yes and copy it to
Mac: /Users/<name>/Library/Application Support/Adobe/Extension Manager CC/Log/
Windows: C:\Users\<name>\AppData\Roaming\Adobe\Extension Manager CC\Log
2. Restart Extension Manager and reproduce your issue
3. Send us ExManCoreLibrary.log file in that log folder to email@example.com

Please click "Tools"->"Preferences" menu item in Extension Manager, check "Enable detailed logging" option. Restart Extension Manager. It's easier than the way above.
The thread seems to be two years old but even though it could help others...
If you do have /Applications/Utilities/Adobe Application Manager/core/Adobe Application Manager.app or an alias of it in your Application folder maybe just opening it helps! More info about this attempt in this thread:
