We are wanting to use Adobe Lightroom v5.6 in out Photography rooms at the School and although the software installs fine whenever the software is opened by a student or staff member it asks to create a new volume.
However this volume cannot be opened or created in a network share. This poses an issue as we do not allow staff or students to access the c drive.
Do you have any ideas how we can make this work?

I'll go out on a limb and make the bold statement that under these restrictions, Lightroom cannot be used, unless you have a 2nd internal drive that students can use.
I know that if you search the web, you can find people who claim that they have found a work-around to allow a Lightroom catalog to be work properly on a network drive; however my guess is that given the restricted nature of your school's computer network, these workarounds will not be acceptable to you either.
I don't have my laptop with me to verify, but I believe if you launch LR with the shift button pressed (or the option key on a mac while launching LR), LR will prompt you for a location of a catalog file. From that point, you can put that catalog in any location.
