Make sure you are setting the overlay to "vector" in the overlay panel instead of "raster".

And make sure that you're previewing an article or folio, not just the layout.

Are you using PDF folios? Are the overlays set to vector?

That worked. I am wondering why the default is Raster? I always use type, art and photos in most of my MOS. Thanks everyone for the quick responses.

We default MSOs to raster because they are most often used to hold pictures, not text.
