I don't use the cloud, but I think it is even more connected to the internet than any other suite before, so this might just be a matter of setup. Is Adobe Help a part of CC?
Was is probably not installed or incorrectly? Perhaps in Adobe Help you can manage to open online help or local docs, which both should work in case you don't have an internet connection. I'd always prefer local docs.

Does that happen whether your connected to the internet or not?
Do you have or had any cs5 programs/applications?
