Yes, it is possible. You may design the website for the tablet version and add the scroll effects for the text frame(s)

Thanks for your reply.
To explain I have a scrolling text box widget. On the desktop version is shows like this: You can see the scrolling bar for the 'News' Section on the right.
However, on the ipad it shows like this: I am unable to scroll the blue text, only the entire page.
Any suggestions?

I checked the tablet version of your site on the desktop as well as the iPad, both appear to be the same. (http://stallardandco.businesscatalyst.com/tablet)
Though, its different from the screenshot that you have attached for the tablet version.
Also, the scroll seems to be working at my end, on the iPad as well.
There is no scroll bar, but if I place my finger on the blue text, I am able to scroll it.

Would you mind just checking again to see if you can still scroll this blue text on the ipad.
I'm using Safari and Chrome on an iPad and I can not scroll the blue 'News' text but I have managed to do it previously.

Thanks for your reply. I figured out the problem. The text box only scrolls if the page does not scroll, so I have decided to get rid of the text box on the website now.
