Same thing for me too. Sporadic occurrence. I tend to load up 20 layered tifs at a time to spot and correct histograms. I found a workaround which is to cancel out of the operation and then manually Command S Save (Mac) and Command W close. At some point the save operation kicks in normally. It is part of an action for me, where I flatten, convert to 8 bit and save as tif and close.

Mac OS snow leopard. Photoshop CC. 24 GB RAM, maxed out on the % allotted to PS.

I finally found a solution to this issue courtesy of a blogger Christopher Grant. Go to preferences in Photoshop>>file handling and uncheck 'Save in Background' I'm now on Mac OS El Capitan and Photoshop 2015.5. So far so good.
