CESExtensionmanager folder missing from the common files folders

I'm assuming that the issue that I am having is due to the extension manager for cs6 is conflicting this from installing correctly. Still,  I want to type this just to be certain.  I've just downloaded the 64-bit applications for Adobe cc"complete" I upgraded from cs6 and I've been trying to make some extensions for my Photoshop using extension builder 3. The issue is that I can't because the cepservice folder is missing from my computer.  Now, when I uninstalled the previous cs6 suite,  I noticed that the old folder for cs6 is still there and it may be the one causing the conflict.

      Can anyone help?
