The version of Photoshop I am using is CS6 but I think the same procedure is applicable for all versions of photoshop.
I think it either draws the marquee from a centre point outwards or switches between the eliptical and rectangular marquee tool.
Is that correct?
My concern is that holding down the shift key on it's own should make some difference.
I have also tried holding down the shift tool when using the "free transform" routine in order to re-size and image and nothing again happens.
I know it is not a hardware fault as I have performed the same tasks on my other computer and once again I have no responce.
I have tried re-setting the preferences by cuting this file sitting under users as instructed on the online help but this has not solved the problem.

You might gather as to the nature of a very basic question I am entirely new to Photoshop but I hope to be in a position to return a favour if possible over time.

Let's start with a Test document. File > New. Click on screenshots below.
From your Toolbar, select the Ellipse Tool. Stroke and Fill as desired.
Now, let's say you have inserted a photo into your document but it doesn't quite fit your layout. Resizing could distort the aspect ratio. We don't want that. To overcome this, Shift + mouse click and drag the Corner resize handle of your photo. Pull the image size to where you want it. Release the Mouse first. Then release the Shift key. Otherwise it won't work right.
