When I open the apps panel in Creative Cloud, it only lists a few of the apps I already have installed. For instance, Photoshop CC 2014 shows in the Find New Apps section (all apps) as ready to install, yet it is already installed and working. The version installed is definitely the 2014 version.
1st thing to do for Cloud programs... Log out of your Cloud account... Restart your computer... Log in to your Cloud account
2nd... A chat session where an agent may remotely look inside your computer may help
