What computer operating system is your Premiere Elements 9 running on? I will assume Windows 7, 8, or 8.1 64 bit for now.
As for the Help Menu/Update way for updating, are you doing that with antivirus and firewall(s) disabled? If not, please do so.
Do you have the 9.0.1 Update of the program installed? What version of Camera Raw do you have installed?
Premiere Elements 9 is an older program where you can still do manual installs for that one and only Update. And, Camera Raw for 9 is no longer being updated.
For the 9.0.1 Update
Camera Raw (last update possible for 9) is 6.5
Please review and consider the above, and then let us know the outcome.
I have windows 8.1. My Photoshop is carryover from my old XP PC. (I just reloaded everything onto the new one, Dell XPS 8700 64 bit, etc.) Premier Elements is version 9.0. Premier Organizer is 9.0.3. Here is a pic of the update menu I get that shows what I am trying to download:

With Premiere Elements 9, you can download that 9.0.1 Update from the Adobe link that I posted. It should be quick and easy.
And, the Camera Raw update should go fine as well. You may not even need it. Your Camera Raw may be as up to date as it will ever get (version 6.5). Check Photoshop Elements 9 Editor, Help Menu/About Plugins for Camera Raw version installed.
Other than those two considerations, you should never have to deal with Help Menu/Update again in 9.
But, if you want one more try at Help Menu/Update, please check Device Manager/Network Adapters and then let us know if you see anything there with the name of Microsoft WiFi Direct Virtual Adapter.
OK, I clicked on your link, extracted the files, executed, and it says my updater installed successfully. Then I opened Premier and the updates link is now deactivated. So, I guess it worked, eh? lol.
BTW - there was no Microsoft WiFi Direct Virtual Adapter in my Microsoft WiFi Direct Virtual Adapters.

That disabling of the Microsoft WiFi Direct Virtual Adapter was one of the fixes for the failed Help Menu/Updates a few versions ago. I was hoping that history would repeat itself.
