I kept having a critical error that would crash Premiere every time I loaded it, so I deleted the app and was attempting to re-install to fix the issue. Unfortantly it says It's up to date and installed via the cloud, but I have no version of of the program anywhere...
CC desktop lists applications as "Up to Date" when they are not
