Lightroom is cross platform and allows use on 2 computers.
Well, as already mentioned:
I have installed it on 2 computers and I want to transfer the license from one Windows computer to another Windows computer.
The question was not about changing the OS.
The question is about transfering the license from one computer to another ( using the same OS )
There is no activation/deactivation process with Lightroom.
You just stop using it on the other computer.
There's no way to deactivate.

I was just asking because I've read some people had problems and got error messages saying the "maximum installation of 2 computers were reached".

But maybe I misunderstood it ...
So is there a difference in activation using the "stand alone version" which you can by for about $150 and the CC subscription version which is about $10/month ?
That is true with Adobe Photoshop and other Adobe products. But Lightroom is not at this point monitored by Adobe in that manner. At least that is true of the standalone version.
