If that still doesn't entitle them to the issue they should reach out to Microsoft to ask for a refund on the in-app purchase.
It would be very helpful to know what error they saw. Can you get that information from your customer?

Customer doesn't mention error type, just sent me a receipt from Windows Store.
Maybe you add Restore Purchase for Windows (and Android as well) to feature request list?

Neil Enns - Adobe Aug 29, 2014 4:46 AM (in response to Andrey_ZR)There isn't a need for restore purchase button on Windows or Android. We do it automatically as the stores do not require the user to enter a password for purchase restore.
