When Lightroom first displays your raw images it displays the embedded JPEG preview that is part of the raw file before importing.
Then it renders the preview of the raw image which is in color from the sensor data and Lightroom, by design, ignores the in-camera settings. And that includes the black-and-white camera profiles.
If you want black and white images straight from the camera it will be necessary for you to shoot them in JPEG.
Is that normal?

You have to set up Lightroom defaults and/or apply presets upon (or after) import (if you want something other than Adobe default color/tone I mean). If you want B&W, apply a B&W preset (or just click the B&W treatment option in develop settings).
