What is the actual language assigned to the text when it is selected?
Many users confuse dictionary selection in the Prefs (which only chooses which dictionary to use for a particular language) with the language assignment, which is a character attribute.
In paragraph styles I have selected Icelandic. Also in the preferences I have selected Icelandic. I have turned it to Icelandic everywhere I can find a setting for it but it still doesn't work. Hope that answers your question
No. I want you to select the text and check the language assigned in the language dropdown in either the Character panel or the Control panel.

That's good, but rules out the major cause of no hyphens, so now we have a puzzle.
Dose this happen in a new file, too, if you select Icelandic as the language and fill a text frame with placeholder text?
When you deleted the prefs, did you follow one of the methods here: Replace Your Preferences ?
I have tried creating a new document. Typing in text, used polaceholder text. I basically have tried everything before asking for help here. Nothing works. There is just no hyphenation in my InDesign. No matter what I do. Not in any language...
I deleted the prefs like the directions said without any change.

What dictionary is listed on Edit/Dictionary/Hyphenation?
Sorry for asking about things you've already tried, but until you tell us we don't know for sure, so I have to ask to get confirmation.
This is either a corrupt installation, a bug with the language (what happens if you temporarily select some other language?) or more likely a software conflict. We can check for the latter by turning off all non-Adobe plugins (including a font auto-activation plugin), and by restarting your Mac with extensions disabled by holding down the shift key while you start up. After the restart, try the hyphenation with nothing running except InDesign.
I tried what you suggested above. Restart holding shift and opening only InDesign and it still does not work. I also tried this on my computer at home and the hyphenation does not work in InDesign CC 2014. It worked in CC but not in 2014. I have already unistalled InDesign CC so I don't have the option of using that. I really don't know what to do.
All the preferences are correct.

Is your text left aligned or justified?
From the Paragraph Panel (window>type and table>paragraph) in it's sub menu (top right of the panel) and under "Hyphenation" what are your current settings?
Make sure you have your text cursor in the text before opening.
My text is justified.
My hyphenation settings are
Hyphenation is checked
Words with at least 3 letters
After first 2 letters
Before last 2 letters
Hyphen limit 3 hyphens
Hyphenation zone 0 points
Hyphenate last word is checked
