What program do you have - Photoshop Elements 12 (photo editor) or Premiere Elements 12 (video editor) or both? And, what computer operating system is involved?
What exactly is "Personal CHart....."?
I found the following with a Google Search. Is the following what you had in mind?
My first impression is that you want to create this Personal CHart in Photoshop Elements and Save As jpeg in the Image Size consistent with your Premiere Elements project. Then import the jpeg into Premiere Elements with its Add Media/Files and Folders.
Please supply more details of this Title Page. You can create a title with text and image in the Titler and use that as a Title page in the Timeline content. But, at this point, I am not quite sure what you have in mind for "Personal CHart".

get that into your Premiere Elements video? If so, Premiere Elements supports the import of jpeg images. And, we need to focus in on the appropriate
If that is the case, let us consider
a. what are the project settings for your Premiere Elements project and how do you intend to export that Timeline - to file saved to the computer hard drive or as a burn to disc DVD or Blu-ray.
b. what are the properties of the Personal CHart, that is, are its dimension only in inches or does it have pixel dimensions (width and height in pixels)?
What I am after is this....if your video is set as a 1920 x 1080 pixels 16:9 project, we want to get the Personal CHart imported in appropriate dimensions.
In video, inches have no significance. Everything is pixels and pixel dimension and 4:3 or 16:9 pixel aspect ratios.
Please review and consider.
