Can we create iPhone-only, or is iPad still essential?

I'm just about finished an app for iPhone, and don't really want an to create an iPad version. But is it still a requirement that there must be iPad content?

Yes. You cannot use DPS to create iPhone-only apps. The folios you create for the iPhone do not appear on the iPad, so you'll need to create at least one 1024x768 folio.
