Copy the dvd to the desktop and run the installer from there, or download the trial and enter your serial number into that.
Also, you must be online while installing PSE 12.

Copied Photoshop Elements directory from DVD to desktop. Got same result.
Created a disk image of the DVD on desktop and got the same result
As noted in original post tried downloading trial but Adobe Download Manager install errors out with.... "Adobe Download Manager errors out during installation (Sorry, an error has occurred. This application cannot be installed because this installer has been mis-configured. Please contact the application author for assistance.)"
iMac has a wireless connection to a 50Mbps internet account. It is always on line.
Yes it may be always online, but is it letting PSE call out?
Also, have you checked and removed any bits of the failed installations between tries?
Following up on a posting I saw on the web I created a new admin user. The install worked with this user. Migrated the original user over from an 2008 Mac Pro manually. Apparently brought some old Adobe stuff over that is causing the problem. Original user can use the installed apps with no problems yet.
