From the event viewer information it seems to be an issue with the display drivers.
You might have an obsolete display driver on your system. Try updating the display drivers and then try to launch Photoshop.

As the crash report shows - your Intel video card driver is crashing.
Update the driver from Intel's website (not Microsoft or a system builder, who have drivers that are years out of date).
