Why has the States panel no states?

I am creating a new Muse 2014.1.1 website as the last one disappeared from my hard disc without cause or reason. Now the states panel is blank. I have restarted without getting the States panel fully operational. Is there a click that hides the content?

I've taken a screen shot using my sniping tool but I don't see how to send it. please advise.
