Could you post a screenshot?
Sounds like your mixing both tabbed and floating document windows together?
So in this screenshot I have 2 bed images open, then I open the office-2 image but it doesn't open on top of the bed images but behind, yet you can see from the layers & nav bar that its the office-2 image were working on.
This issue can cause problems when working fast with lots of images. previously I've accidentally closed files that weren't finished destroying history snapshots etc.
Any idea whats going on?
Can't say that i've ever seen that happen before.
Have you tried resetting the photoshop preferences?
Press and hold down the ****+Cmd+Option keys while starting photoshop.
Keep holding the keys down until you get a dialog asking if you want to delete the adobe photoshop settings file.
Press Yes because you do.
R_Kelley your Correct!!! it was a dodgy pref's and that key start fixed the problem.
Ive been using Photoshop since V2.something but I haven't tried any of those old school fixes since PPC days. Even though the first version of PS CC was buggy and needed certain plugin fixes and graphics card settings to get it working smoothly I never considered deleting the prefs, actually I didn't know it could be done with a key start.
R_Kelly...did you mean to say, "Shift + Cmd + Option"? I ask because...well...it looks like you forgot a letter in, "Shift" and it was filtered. lol

Glad it was an easy fix.
When loading images and selecting certain images while they were still opening, I've corrupted the pref's file again and its gone back to opening images behind again
I've got the same problem here. Reseting the prefs didn't help.
I don't like the "open as tabs" option, since I work with multiple files and it's often to drag stuff from one file to another and having a visual control of to where I'm going is essential. I disable that and other options I don't like. Just mentioning this in case that could be the problem - which would impose a problem, I don't want to be forced to change my workflow.
I contacted PS Support and they accessed my machine deleting prefs and another file as well, this fixed it but I can't remember the name of the second file.
Get PS support to help mate and post up the name of the files they delete please
