Adobe has a technote about it.
When I have done it in the past I just used the copy/paste icon technique on Mac, and on Windows I edited the icon resource with Microangelo: http://www.microangelo.us/
Thanks for replying to me question. I tried what the technote says, I saved a file from photoshop 48x48 at 8bits. I changed the extension to .ico and went to the projector tab on publish settings and browsed to the correct file, but it is not changing my icon.

Your icon is incomplete. It needs to include 3 different sizes at 3
different colour depths for a total of 9 bitmaps. 16, 256 and "millions"
of colours at 48 x 48, 32 x 32 and 16 x 16
It is a lot easier to use the free program Versiown to change the icon.
You can choose any widows .ico file even if it doesn't have all the
formats that Director requires...
