What version of Premiere Elements are you using and on what computer operating system is it running? Are you using the Premiere Elements Pan and Zoom Tool to apply the pan and zoom effect to videos and/or stills?
If you had Premiere Elements 12/12.1, when in the Pan and Zoom workspace, to get rid of specifically pan and zoom effect from video or still, in the Pan and Zoom workspace, click on "Clear All Frames" (top right of the Pan and Zoom workspace) and then "Done" to return to the Expert workspace.
Check it out....
a. the before and after still duration
b. the before and after video duration
In spite of the fact that the pan and zoom effect has been removed.

I have V11. With your explanation I was able to figure it out.
I thought there would be a way to clear them from the applied effects or tools menu. The method to remove pan and zoom was not obvious at first and I was looking in the wrong place.
Great news that you were able to remove the pan and zoom effect which you applied to your file with the program's Pan and Zoom Tool.
