Is there a basic rule for good audio?

I have some footage taken of a wedding some years ago that I would like to edit. My problem is this.....BAD AUDIO.

The problem I have is that as the film at the time was not going to be edited  (it was just a keepsake) it was filmed in shortish segments so not to be boring to watch. Now I would like to edit it I am struggling to find the best way to to do it as the audio volumes then become difficult.

Example: I have the original footage that I would like to add some narrative and also a soundtrack to but when combined just does not work. Is There a basic rule for editing audio when adding additional sources?
