"In App Purchase functionality is not present in your binary."

Our app has now been rejected twice by iTunes.

The first time, we submitted as a multi-folio app, with in-app purchases/non-consumable/$0 price tier.  We were told that the in app purchase was not present in the binary.

"We found that while you have submitted In App Purchase products for your app, the In App Purchase functionality is not present in your binary.

If you would like to utilize In App Purchase in your app, you will need to upload a new binary that incorporates the In App Purchase API to enable users to make a purchase

Once you revise and resubmit your binary, you will also need to resubmit your In App Purchases for review since they are in the state Developer Action Required. For each IAP product submitted, please be sure to edit the detail information or cancel the request to change the detail information for the In App Purchases using iTunes Connect."

We resubmitted as a multi-folio app with iTunes subscription, without Newsstand enabled, and with in-app purchases/free subscription. Again, we were rejected and told that the in app purchase was not present in the binary.

We're trying to figure out what we're doing wrong and Apple hasn't been much help.

Bottom line, we want to offer our monthly magazine at no charge via our iOS app, just as we do in the Google Play store? Can anyone point us in the right direction?
