I'm planning to design a book in InDesign and I'd like to use Adobe's Garamond with all of its special extras (titling capitals, small caps, italic alternates etc.)
I was about to buy the font package at myfonts.com, then sign up for InDesign, but I'm wondering if this font is already included in InDesign and, if so, is it complete?
Also, if I use the Creative Cloud can I use any fonts in it that I've already purchased licenses for?
Finally, do I need a special license for a printed book or is that included in the desktop license?

The three weights of Adobe Garamond Pro appear to be available for desktop use in both normal and italics through TypeKit, which you get as part of a CC subscription.
That's free, but you only have access as long as the subscription is active. If you buy a license and stop subscribing to CC in the future, that license is still valid.
