First of all, things like this really turns me off ever using Adobe software again. Really annoying...
I have a new mac with adobe flash player installed, and even though I have chosen "Allow Adobe to install updates" it keeps prompting me for updates. This is an obvious bugg.
The three choices you have are:
Allow Adobe to install updates
Notify me to install updates
Never check for updates
Given the that the second alternative is pretty clear the ONLY way to interpret the first choice is that it should install updates without bothering me. Since this is NOT the way the program works it is a bugg.
If this is somehow deliberate it is a HUGE design flaw which makes me even more sceptic to your software quality.

Providing Flash Player free of charge is an expensive and time-consuming endeavor, and Adobe has instituted cost-recovery mechanisms that require us to provide notifications for major feature-bearing releases. Minor updates are delivered via the background update mechanism.
