What version of Premiere Elements are you using and on what computer operating system is it running?
This sounds like an export bitrate setting problem. But the answers are in the details, and the details are lacking here.
1. What is the bitrate for this imported 1920 x 1080 .mp4 file with the file size 320 MB? (Can we assume that the file is using AVCHD video compression?)
2. What are your exporting details - For version earlier than 11, Share/Computer/what? and default or custom preset...which are? For version 11 or 12, Publish+Share/Computer/what? and default or custom preset?

Now it takes same space and the quality is the same as the original.
