What computer operating system is your Premiere Elements 10 running on? What operating systems have you used for the program and gotten the same problem? What is the video card/graphics card for each of the computers that has the Premiere Elements 10 problem.
You say that an error message forces you to close the program. What are the exact words of the message?
When does the error appear
a. when you are opening the program from the desktop icon?
b. when you are opening the program from the Welcome Screen?
c. when you are working in a project?

1. What is your computer operating system and its video card/graphics card?
2. What is a fuller description of the problem?
3. Do you have the latest version of QuickTime installed on your computer?
4. Are you running the program from a User Account with Administrative Privileges?
5. Is this problem "it worked before but not now" or "it never worked before"?

After you created your 2 hour video in Final Cut PROX, what format did you use in the export? What file extension did the file have? Are you creating Apple Intermediate files of any kind? So first question, what are the properties of your Final Cut PROX created source media?
What project preset did you or the project set to match the properties of that source media? See Edit Menu/Project Settings/General.
Is your computer connected to the Internet so that activation of certain features can take place automatically?
You say that you have done this several times before....was that successfully or not?
