Are you doing a DV or HDV capture firewire into the Premiere Elements 12 Capture Window.
And, for DV data, it is 4:3 or 16:9.
The Premiere Elements project preset must be set to match the properties of what is to be captured....
If DV 4:3 data....PAL DV Standard
If DV 16:9 data....PAL DV Widescreen
If HDV data...PAL HDV HDV 1080p25
If the program is not setting the correct project preset for you, then you set the project preset manually before you Add Media/DV Camcorder or HDV Camcorder to start the capture set up.

Have you been successfully in setting the Premiere Elements project preset that will agree with the camera settings for DV data 4:3 or 16:9 or HDV data as I mentioned in post numbered 1?
Please let me know if you need help with that beyond the how to set the project preset manually as described in the blog post link in post numbered 1.
