What computer operating system is your Premiere Elements 12 running on? Have you updated 12 to the 12.1 Update using an opened projects Help Menu/Update? If not, please do so.
Are you dealing with strictly a DVD/CD burner as opposed to a Blu-ray DVD/CD burner? If so, then please try the following details to refresh your DVD drivers if you are using a Windows computer. When the burner is installed, have you checked the burner details in the Device Manager/DVD/CD-ROM drives?

Add On...What specific brand/model burner have you used? Do you have Nero burn software installed on your computer with Premiere Elements?
I clicked and confirmed I am on the most recent version. I am on Windows 8. I see that there are problems with this on Premiere Elements way back to version 8.
Very sad that Adobe wouldn't fix this. Why pay for this program that doesn't work and there is no support and there are free editing programs?
I and many have Premiere Elements versions with Blu-ray DVD/CD burner and/or DVD/CD burner (internal and external) and all works fine.
But, let us focus on the details specific to your computer environment. Have you refreshed the DVD drivers as per the link or cannot
you do that since you have a Blu-ray DVD/CD burner and not a DVD/CD burner?
Refreshing the DVD drivers has worked before to resolve the issue when DVD/CD burner was involved.
What about Nero burn software? Is that installed on your computer?
I was surprised to learn that an external burner did not work as an alternative. It usually does when all else is not successful.
