Please follow the below steps and let us know whether this resolves the issue for you or not :
Click the settings icon on the top right corner of the Creative Cloud desktop app and select 'Quit' option.
Delete the opm.db file from the following location based on your operating system. <User Account> is your user-specific folder.
MAC OS : Mac HD/Users/<User Account>/Library/Application Support/Adobe/OOBE
Windows : C:\Users\<User Account>\AppData\Local\Adobe\OOBE
Launch the Creative Cloud app again after deleting opm.db file from the location mentioned above, and Sign in with your Adobe ID.
