Image>image size> make sure to check "resample image"> uncheck constrain proportions > put in dimensions
Thanks for the response. I've tried that and when I change the width to 200 it automatically changes the height to 30 even with the resample checked.
Sorry, didn't fully read your post. You can't change it without distorting, those proportions don't match. But if you're ok with distorting it then just make sure to uncheck "Constrain proportions"
Otherwise you can change your canvas size (under image> canvas size) and try to fit what you can of your image on your canvas.

In general, if you're making the width smaller and the height larger, without cropping anything, it's going to distort.
In order to get the desired size without distorting you may choose to crop something (width or height) and then make the whole thing larger with Image > Image Size (input a desired number in either the Width or Height box), and check Constrain Proportions.
If you really don't want to crop any part of the logo, you could try making the entire thing smaller, and setting it in a new background. Then when you crop (hopefully) you'll be cropping the background not the logo.
Be sure to make back up copies and practice on them while you figure this out. You don't want to inadvertently destroy your original.
249 x 38 reduced to 200 will change it to 30 to keep the aspect ratio.
You can add the extra 21 pixels by going to Image > Canvas Size.
If you add the extra 21 pixels by using Image > Canvas Size, I think there will be a point (after you're done moving things around with the Move tool), where you'll need to do Layer > Flatten Image.
