Hi Kevin. Webhelp was developed specifically for web based help and the security related issued with CHMs make them unsuitable for your purpose. They are really only suitable for running locally on a hard drive. I dare say you could get a CHM to work from a web app but the hassle would not be worth it.
.CHM format is a definite bad choice for Web delivery. Security issues and linking aside, each time your user were to try and open it up, they would be greeted with the wonderful and ever helpful dialog asking them if they:
1. Wish to run the file from here?
2. Would like to save the file to their hard drive.
