Had the same problem.
The problem was hardware acceleration.
To disable Graphics Processor do the following:
In Adobe Bridge open any RAW file, it will start PS and bring the RAW editor up.
In RAW editor select Cancel, it will switch you to PS and show the error message.
Click Ok it will bring you to Photoshop.
in PS select Edit/Preferences/Performance. Uncheck Use Graphics Processor.
Close The dialog box.
And restart PS.
You also can try to Disable Anti-alias Guides and Paths and 30 bit Display in the advance settings to still use GPU.
That worked for me.

Make sure that you have updated your video card drivers from the GPU maker's website (Intel, NVidia, or AMD/ATI).
