My guess is that the more modern the OS, the less likelihood Photoshop 7.x will run.

I think the issue began when the PC was just down without closing programs.
I am unable to UPDATE PS 7 to 7.1.
I downloaded the update but when it tries to run it keeps telling me it cannot locate Photoshop 7.0 even though that folder is clearly visible in the same path it claims it cannot locate Program Files (86X)/Adobe/Photoshop 7.0
I have it on my Windows 7 PC, but it is a pain having to move the monitor, mouse and key board over there, do the work and then copy the files back to my modern PC.
Does anyone know if it would make sense (or cause problems) to install it in the Programs Files folder, rather than the Programs Files (86X) folder where the install defaults to?

C:\Users\User Name\AppData\Roaming\Adobe\Photoshop\7.0\Adobe Photoshop 7.0 Settings
drag the whole Adobe Photoshop 7.0 Settings folder to the Recycle Bin and then try starting photoshop 7
(the preferences are not reset on a reinstall of photoshop)
As far as the 7.0.1 update, were you ever able to update to 7.0.1 on windows 8, before all the problems started?
(before you upgraded from windows 8 to 8.1)
If you go to
C:\Program Files (x86)\Adobe\Photoshop 7.0
is the Photoshop.exe named the same way?

Deleting the settings folder FIXED the problem!
