What version of Premiere Elements are you using and on what computer operating system is it running?
Please confirm what you want for export settings
Frame Width 1920 and Frame Height 960 pixels
Frame Width 960 and Frame Height 1920 pixels
Frame Rate, including Interlaced or Progressive
Video Compression/Audio Compression/File Extension/File Size
On the import side...
What are the full properties of this 16:9 file that you have on your Premiere Elements Timeline?
What project preset have you set for the project before importing your 16:9 file?
Please supply the above information, and we will customize a reply for you.

I want to see the 1:2 in the Project and it shouldn't be sqeezed.
I use Elements 10 on my mac book pro.
What properties do you need? It is 16:9, pal, 30 fps, (filmed with Nikon).
I only worked with 16:9 on Elements.

I am not clear on your details....you say 16:9 PAL but give a NTSC frame rate of 30 frames per second.
For now, I will assume your source to be 1920 x 1080 16:9 @ 25 progressive frames per second.
Please consider the following to export your source 16:9 (described above) to 1920 x 960 2:1 @ 25 progressive frames per second.
There should be no distortion when you view the export.
Please let us know the results. If any questions or need clarification, please ask.

But one problem is left:
I don' se were the end of the film is (the edge on the top and bottom) when I cut my projekt

Just to confirm regarding your original video 16:9, does it have 1920 pixels as Frame Width and 1080 pixels as Frame Height? And, not 1080 as Frame Width
and 1920 as Frame Height?
And when you say that you need 1:2 video, please confirm that you want the export to have 1920 as Frame Width and 960 as Frame Height and not the reverse, 960 Frame Width and 1920 Frame Height.
What player are you using for the playback of the 1920 x 960 export? Are you viewing with the Full Screen option of the player?
