There could be any number of issues that lead to a crash. Can you open individual FM files or does the crash happen for all files that you try to open? Does it just crash on this on book?
Sometimes the Linguistics folder gets corrupted. Try renaming it to something like Linguistics_old so that FM recreates a new one at start up. It's located at: C:\Documents and Settings\(user name)\Application Data\Adobe\Linguistics

As stated in the first reply. Rename or delete the Linguistics folder.

but the fm itself doesnt open...
it's not related to the Linguistics folder.

It's still unclear if you deleted or renamed the Linguistics folder, as any errors in that folder are known to cause FM to crash during start up.
If you have done this and it still crashes, then the problem is elsewhere. If you're using any third-party plug-ins, disable them to see if FM will start.
In the worst case, you may have to do a complete uninstall and then re-install FM (along with all of the patches in order).

FM = FrameMaker
.fm = framemaker file
Can you start FrameMaker (FM) without any files, i.e. just clicking on the desktop icon or from the Start menu? If this crashes, every time, and you have deleted the Linguistics folder, then try uninstalling and reinstalling the application.

Ok, good. Now what happens if you create a new .fm document, put some nonsense lorsum text in it, save it and then open it? Does it through an error? If so, I suspect your install of FM is bad and will need a reinstall. If it opens up fine, then the issue is in your “bad” .fm document.
Try using the “heroic open” trick – “an escape-key command that causes FrameMaker to ignore any of the conditions that normally cause warnings or messages during the open process, and therefore allows you to open files that have certain minor forms of corruption. The command is Esc, o, H (meaning Escape, lower-case O, and capital H pressed in sequence rather than in combination).” – thanks Fred Ridder ;>)
If that opens up, do a MIF-wash on the “bad” doc. That usually helps clean up damaged files.

One minor, but extremely significant aspect of the heroic open is that you need to have a blank document open first.
