That sign comes when the creative cloud application is not able to sync files over the cloud.
Can you check that and let me know if that is the case.
Please launch your Creative Cloud application and then check which section is unable to load. It could be the App panel or the Files sync.
It cleared up on its own. I didn't do anything and after about 5 hours (when I was going to do something about it) it was fine.
Prior to that all the areas of the CC App looked fine. And I'd restarted the app 3 or 4 times.
